Man arrested for impersonating an officer, raping victims

tssKuAwyLANGLEY PARK – An Upper Marlboro man who owns a security company and works as a security guard was arrested on Nov. 29 by Prince George's County Police for allegedly raping a man while impersonating a police officer.

Detectives arrested 36-year-old Michael Bell and charged him with first-degree rape, second-degree assault and impersonating a police officer along with other charges.

“Bell, who was wearing a badge similar to a county police department's badge, stopped a man who was walking in the 2100 block of Guilford Road in Langley Park and asked him for some identification and began patting him down. Bell then told the victim he was in a dangerous area and offered to give him a ride,” said Jennifer Donelan, director of the Media Relations Division for the Prince George's County Police Department.

Donelan said Bell then placed the man in the backseat of his 2007 Ford Crown Victoria and drove him to a secluded area where Bell made the victim perform sexual acts and raped him. The victim was able to escape and call police.

As he was escaping, the victim was able to take a picture of Bell’s vehicle and tag with his cell phone. Based on the picture of the vehicle, police were able to locate Bell, who lives in the 4400 block of Derby Road in Upper Marlboro.

“We have been able to execute search warrants. We have gotten some evidence that makes us very concerned about the potential of other victims. We have located other IDs of other people (and) we are looking into that now,” Donelan said.

During the search, police located the victim’s ID that he gave Bell.

In July 2010, Bell was arrested for attempted robbery, assault and other charges. He was also arrested in July of 2015 for hand gun violations.
